Is Your PDF Tool DPDP Act Compliant?
India's DPDP Act Is Here. Is Your PDF Tool Compliant? ZeroCloudPDF Is. By Architecture.
The Digital Personal Data Protection Act 2023 changes everything. Most free PDF tools are not compliant. Here is how ZeroCloudPDF solves this by never receiving your data in the first place.
Compress Privately, DPDP Safe →ZeroCloudPDF means one thing: your file never leaves your device. No upload to any server. No third party ever sees your document. Load the page, switch to airplane mode, every tool still works. That is not a feature. That is the entire point.
What Is the DPDP Act?
The Digital Personal Data Protection Act 2023 is India's first comprehensive data protection law. It regulates how personal data of Indian citizens is collected, processed, stored, and transferred. Every business, professional, and individual handling personal data must comply, including the digital tools they use to process documents.
The Act defines a Data Fiduciary as anyone who determines the purpose and means of processing personal data. It defines a Data Processor as anyone who processes data on behalf of a fiduciary. When you upload a document containing personal data to an online PDF tool, that tool becomes a Data Processor under the DPDP Act.
Warning: Under the DPDP Act, you remain responsible for ensuring that any tool processing personal data on your behalf is compliant. Using a non-compliant third party tool does not transfer your liability. It compounds it.
Personal Data
What Counts as Personal Data Under DPDP?
The Act defines personal data broadly. Any data that can identify an individual directly or indirectly qualifies. A bank statement, payslip, tax document, medical record, or any scanned ID uploaded to a PDF tool almost certainly contains personal data as defined by the Act.
- + Name and address
- + Phone number and email address
- + Financial information including account numbers and transaction history
- + Government ID numbers including Aadhaar and PAN
- + Medical and health information
- + Employment and salary information
The Problem
How Server-Based PDF Tools Violate DPDP Principles
The DPDP Act is built on several core principles. Any tool that processes your files on a remote server fails multiple of these principles simultaneously.
Data must only be processed for the specific purpose for which consent was given. Many tools store, analyse, or train AI models on your data without consent.
Only data necessary for the stated purpose should be collected. A compression tool has zero reason to retain your document after delivering the compressed version.
Personal data must not be stored longer than necessary. Many free PDF tools store files for days or weeks with no clear justification.
Appropriate security safeguards must be in place. A free tool on shared infrastructure with no published security certification cannot demonstrate this.
Warning: If you are a lawyer, accountant, HR professional, or any service provider handling client documents in India, using a non-compliant PDF tool may expose you to liability under the DPDP Act. Your client's personal data is your responsibility.
The Solution
DPDP Compliant PDF Processing by Architecture
True DPDP compliance requires that personal data is not transferred to any third party without explicit consent and a valid legal basis. Browser-based processing is the architecturally correct solution. If the data never reaches a third party server, the third party data processor obligations under DPDP simply do not arise.
Proof
The Airplane Mode Test
Open zerocloudpdf.com in your browser. Load any tool. Switch your device to airplane mode. Use the tool. It works perfectly without any internet connection.
This is the definitive technical proof that your files are processed locally and never transmitted anywhere. A tool that works offline is processing locally. A tool that stops working offline is uploading your data to a server and potentially violating DPDP.
Compliance Check

- + Data Minimisation: ZeroCloudPDF receives zero data, all processing runs locally
- + Storage Limitation: nothing is stored, the file never reaches any server
- + Data Security: a file that never travels cannot be intercepted or breached
